This is just my take, but Ki is more focused on JP SCPs and subtler threats (like memetics), while the stuff on Kai are mostly international SCPs and threats that are more likely to maul you to death (like Able).
In case you noticed them and you're wondering:
Yes, it says "February" instead of "January". Yes, the facilities' descriptions are massively different from the international one.

I believe the "safe" tag is a front, since the only effective containment method is to prevent people from knowing about it at all. Also, every information about the "cat" itself is confidential, only the non-memetic bits are normally available.

My hot take on it is that the cat locks both his soul and Satomi's in limbo so he could salvage her. I think time moved differently in the limbo dimension, though, so it didn't actually take ten years of real time. Pretty sure the siren of the end was actually the ambulance siren, so...
