I mean revenge is one thing but feels like you could maybe report it to like , at least some kinda magazine, if not the authorities if you think someone's trying to kill your mom for the insurance money but i guess police are useless in situations like these

The chapter seems to be implying that the mom's boyfriend convinced her to take out a life insurance policy on Seigo's life, not her own; they're plotting to kill him and cash in. No idea how they would have arranged that without his consent but it seems to be what's depicted.
