there are always be a pedo from dawn of time. power just being so good to conceal those things. of you look at the history, from medieval till industrialization age, there are a lot of big age gap marriage between noble and royal. lot of female were underage by today standard. fantasy would just add more power into it so we could say,more worse?

Reminds me of this show, the following, which was all about chasing down different kinds of serial killers, and in the last season it was revealed that there was an entire cabal of rich and powerful killers with massive body counts, but because they were rich, every Trace of their activities was hidden.
