You talk as if the rich and powerful IRL are any different. They generally don't care, their agenda comes first no matter how many have to die. You're lucky if they even consider you human in the first place.

If there was ever a time not to hesitate to use it, now should have been it. Mostly because him being able to use two arms, while his prosthetic was broken, has so much more value and a chance to save everyone then if he held on to one for a fatally wounded villager. (Especially since I am pretty sure he has multiple Elixers...)
