I understand what your saying. However this has been going on for all of Rika's life, or at least since the divorce. Being an absentee parent while still trying to control your child by having people keep tabs on her while telling herself Rikka can do whatever she wants. Look how quickly she started manipulating Takuya once they met.I would say "it's complicated". While I don't necessarily approve of the Mother's actions, I do find them easy to understand and sympathize with. Sometimes you just don't know how to deal with a person or a situation, and running feels like your only option.
And because she's more comfortable with (and more focused on) her business relationships, she can't pass up a profitable opportunity even when she suspects a trap.
It all feels very, very human to me so all I can feel is sad for her instead of angry.
If they meet and she apologizes okay good, start building your relationship back up. As it stands now she seems like someone who ran out on her responsibilities as a parent when what her daughter wanted most was to be with her.
