All we really saw was him getting yelled at, which was interrupted part way thrue by the dinner bell. So he could have recieved further demerits off camera once the scene ended.

Grumpy receptionist probably won't get punished too hard. Rather, he needs to be punished so he won't get vigilante-d by the adventurers, but the way the little sister is flouting the rules is probably giving him a bit of leeway. But now there's an easy excuse to dump the more troublesome chores on him.

The recepcionist guy had a fair and reasonable suspicion, even tho he should've called a higher up instead of acting on his own. To make he sound totally unreasonable, the author made him be somewhat racist towards people of the slum. And holy selective hearing people in this manga has. I might be complaining, but I would enjoy way more a fully bad guy with horrible and unreasonable beliefs/motivations than a guy with a reasonable suspicion fueled by personal horrible beliefs

I usually love reading hundreds of chapters of isekai slop to see how bad it can be and laugh at bad things, but I guess age has been tainting my suspension of disbelief, as I can't get to enjoy this manga as I did to several others in the past.
