Well her entire quest is nonsense. If you need all the pieces of the statues to call the dragon Shenron (wait, sorry, wrong story), trying to gather them to protec them is the worst idea possible. You just make stealing the whole thing easier since bad people just need to steal them from you once your finished. Especially since it's impied only her people know where they all are.
In this case you just need to find one single piece, and throw it away only you know where (in the bottom of a sea or something), znd die with this knowledge.
