@GrimThoughts Its just hard to reach. Like she said you would need to be a black gold expert just to explore around. So you would need to climb to the top instead of being back in town. People just don't bother coming out here. Humanity just isn't strong enough to go exploring.

or the people that are in the settlement so rarely they don't need a permanent residence as for example they are out hunting most of the time.

@GrimThoughts one of the reasons is because people on the glory city has a firm believe that no human exist outside of them
and another one is because the path to the plateu is littered with too many dangerous demon beast, the only reason nie li right now able to reach it because he has his knowledge from the past live and the use of him demon beast, so he can pick the shortest and least dangerous route to go for, it'll take a month to reach this plateu from glory city for other people, and that's assuming they're crazy enough to fight their way in, without knowing whether there's human settlement exist or not.

Why is the plateau so green?

It should be all covered in snow. (At least that's how it was in the novel...)
And most people should look emaciated because of food shortage... This place looks way too bright and happy.
