@Fykebi dunno, but it was planned. You need one to keep things going while you're gone with them having to have one of the highest authorities. You can't just have one of Oden's underlings there you need a person from the Kouzouki clan to take over. What would happen to the country if by some reason Kaido leaves, the world gov comes to liberate them from orochi and kaido. It would be better if the daughter were there just in case something that lucky happened imo.
