@AncientWatcher Because the Japanese still believe that harassment is not real or serious if it is another girl. Mostly due to the fact that the girl allegedly can not deprive another of honor. Depending on the author, this may be a light satire as in Clannad or an open excuse for rape as in many ecchi and smut manga.
