hahaha, its more likely his hualong aura that causing all the fishes to avoid him. wonder if it start affecting other monster too. but his luck seems to be EX since it score him 2 mermaids 😅. let see what kind of shenanigans tanaka-san/earth-san get into this time

It's not really 100%, the wording used points to it being something like a 2.5% chance every game tick (a fairly standard rate for fishing in games), which compounds and comes close to, but never actually reaches, 100%. Sometimes you just get a player that got dealt a broken RNG seed.

In this case though, it's probably something about one of his other skills that is dissuading the fish.
