Oh, do they still sell stuff like that in Japan? Candies that look like cigarettes, pipes, etc, have been illegal here for about ten years at least, probably longer. I remember those cheap cigarettes, which were actually chewing gums with powdered sugar for blowing smoke rings.
Kids often bought those to be pretentious and act cool.

Not sure if those are still available at all because of "bad influence". Same with smoking being banned for a lot of animes and cartoons.
