Correct. They have a similar shape and height, but an easy way to tell them apart without colors is that the lowest observation deck of Tokyo Tower is higher up (150m) than that of the Eiffel Tower (57m).

You can also see that the building that's supposed to be at foot of the tower (FootTown), and the tower's central shaft are completely gone (as well as the city that the tower is supposed to be in). It's a miracle that it's standing at all.
