Something still doesn't sit right with me. I like the general idea of it, and I'm a big fan of city management / civ builder types of stories, but I'd rather have the MC solve it with their own ingenuity, perhaps with a bit of our modern world knowledge. I adore the process of finding good people to help you out, of implementing innovative strategies and outsmarting your competition.
But here, the heroine has like the most powerful arcane artifact in existence? She can cast any magic, record any knowledge, and probably duplicate items, too. The "Wrath" grimoire most likely boasts ultimate offensive capability, and the "Greed" one should solve all financial difficulties for her. No appropriate "cost" was shown to accompany the use of the grimoire, at least not to our knowledge, so it must be as easy as flicking her fingers.
And if it's so overpowered indeed, it feels like there's no real need to go through this "I need to prove myself" hassle, all risks are trivialized, and any possible tension pales in the face of this overwhelming cheat.
I'd love to be mistaken, but...

I understand your point, but she's not reincarnated. Neither of the two chapters mention anything about her having any modern knowledge. Also, I don't think the "I need to prove myself" hassle is trivial in this case. She's defecting to a country that doesn't seem to have the most favorable view of her homeland. She needs to convince government that they can trust her for her plan to become effective. It's true that she could probably just bulldoze her home country down without any help, but what about after that? Other countries are going to see that and see her as a potential hazard that needs eliminating. It's better to ally with another country, gain trust, bulldoze, and then retire in the ally country.Hmm, I guess it's a good enough start...

To be fair, I didn't imply she was. Whether this particular MC is a transgressor or not, it doesn't really matter for me. The only thing that bothers me is her overwhelming cheat power that personally makes it hard to really cheer for her. There's no real risk if she has the ultimate power of creation and destruction at her disposal at all time.

oh, i thought you meant the other grimiores, not the beelzebub one, im pretty sure it's unlikely for her to have seen magic of that scale unless she met a god or sum crap, i only skipped the beggining of chapter 1 like upto the part where she was falsely accused by the prince because that's usually when villainess mangas get to their main thingBut how are you commenting on the chapter if you haven't really read it @_@

I'll type it out if you aren't particularly interested in reading the chapter: just ONE of her seven grimoires, Grimoire of Beelzebub, the Grimoire of Gluttony, possesses the ability to record all magic for her to reproduce at any given point. "Under normal circumstances, you can't use elemental magic that you aren't compatible with. Therefore, despite only being compatible with the element of Water, if I use the sacred artifact <...> I can use Earth magic. The same applies to the Dark magic "Hypnosis" I used on the guard."
That's one of the seven "aspects" of her artifact, full and free access to all spells she had encountered at least once (my conjecture, maybe it's straight up "all magic", period), no matter their element or degree of complexity. And I'd bet the other six have comparably OP effects, too.

For example, the Grimoire of Beelzebub which can reproduce any recorded magic at anytime. Perhaps it can only reproduce the recorded magic once? If she recorded three Water Ball magic that was cast by three different people, then she can only reproduce Water Ball magic thrice, each with the exact same quality as the original caster.
The cost left a mark/wound on her hand that remained untilAfter he dies the mark of the grimoire usage disappeared from her (which let her know he's dead)
