That's almost certainly the case. The bags and most backgrounds are likely CG with a screen-tone filter applied. Since the Mangaka doesn't use screen-tone for the characters at all, it can class fair but - similar things are generally less noticeable in other series that do use screen-tone.

In an earlier chapter one of the bags was a layer too high so it was hovering next to the hand that was supposed to be grasping it, but that's something that can happen with any regular hand drawn bag too, just a layering mistake so not evidence either way
