Can you run a traceroute (cmd.exe, run as administrator, enter "tracert google.com") and see if you're having connectivity issues early on (which would indicate a modem or router issue, or something wrong with internal wiring/from home to street wiring), or if it's a later node that is congested (be it a local node, or where it changes networks from a local network to another, or if it times out a bunch trying to connect to a specific node)? If packet timing (ping) is fine but you still keep getting low connectivity, then get ahold of your ISP and complain.
