That reminds me,some folks talked amongst themselves somewhere(I think Reddit),and they realised that humans,much like Bethesda NPCs,do tend to just walk aimlessly,stare aimlessly,and seemingly do nothing quite a few times,especially in places where decisions are being made(like supermarkets),so much processing is going on that pure outside looking in makes them seem like NPCs.

Of course,actual NPCs truly are standing there,awaiting the 30 second cuddle ride across the river styx.
