I get the impression that it's a coin flip as to whether or not Sou gets murdered in the H timeline and somehow survives in the regular one despite his denseness causing mental illness, or vice versa

The government would take care of all those. This is a world where artificially-birthed human are the norm. Childcare would genuinely be the number one aspect in all matter of politic. I wouldn't be surprised if the more kids you have, the more money the government would give you as a mean to encourage others to have children
