This also makes me wonder if the hotels would start charging them if they knew they weren’t trying to make babies, seeing as that whole law seems targeted at combating the potential population crisis.

Some people are better off not reproducing for a variety of reasons. The fear of repeating past trauma is one but it could also be genetic defects or simply the lack of desire to do so. Either way it's good that they don't reproduce because the ones that do want to reproduce are able to pass on their traits of reproductive desires which ensures the continuation of the desire to preserve our species.
