It is said that Johanness married Shuli for that matter, to protect his children. On his deathbed he asked for Shulli which angers the kids and asked the same thing. They got married on that pretense.

Johannes married Shulli because she look like the deceased empress, Ludovica. Johannes, The Emperor and Nora's Dad love Ludovica so since Shulli look like her, Johannes sure that she will have back up from the emperor and the duke to protect their house and his childs, Johannes predict that no one will support Jeremy if he's become the head of the house at the young age..

Honestly, if shuli married the Duke, it was because of Jeremy and the siblings. His father knew that he was dying and Jeremy was just too young to become the head of the family.
So he just decided to search around for a suitable spouse: young, so she will live a long life and the children will have someone to care for them, with no nobility background, so no noble family could take over the duke's, and finally she looks like the late empress, so shuli was perfect for the part.
