Add the Ability to Customize How Far You Scroll with Keyboard [Planned]

It seems like recently the ability to remap which keyboard keys scroll the reader up/down was added. This is fine, but it has overridden how the site used to work with the arrow keys, and now when scrolling up/down with a key press it scrolls way too far for my tastes, almost half the page it feels like. This amount is probably fine for some people, but it would be appreciated if there was a setting to control how far a keypress scrolls you down the page.
