From the context so far, I suspect she just awakened as an ability user and that city experienced her powers going out of control, possibly with her unaware of her powers at the moment or she was hiding them or perhaps not yet scheduled to go to the training facility. Still, a heavy sentence for that.

Right? Feel like that last page should have her in the prison behind bars rather than the training facility. And I feel like he keeps becoming less competent as a guard each chapter, I would much prefer he stayed as calm and collected as he did in the first chapter when working.
