Yes, but by that point Arvel was pretty much still in the dark on what's going on. Seraphina only told Arvel her feelings right before her wedding to Shou. There was absolutely no window to turn around the engagement.

Even then, that instance of Seraphina is implied to remember the first loop only after Shou died.

Absolutely everything has been Arvel's fault.

Judging from the flashbacks of the first timeline on page 8/9 i wouldn't be so sure about that. Because it sounds like she orders his brother to become commander and cause his death. Seeing how see sits on the emperors lap it looks like she was his mistress while still being engaged to Arvel.
Maybe deep down he still has some resentment.

Why are so many people saying that it's arvel's fault when they are quite literally facing people who charge you with treason and execute you in less than a week? Is he kinda shitty for this: yes. I think some people are too used to contrived super human MCs who suddenly know everything after 1 loop.
Arvel did what needed to be done. Even if he took her for himself the target would just change from his brother to him by some unknown powerful mastermind with far reaching authority. And if he dies away from her its all over, they'd win and do whatever they want with her. As fucked up as it was for her he needed to unmask them to have any hope of saving her.
At the same time her words were also necessary to save him from the trap of dehumanizing them all because of the thought that he could just time loop.
So both were right.
