State sponcsored general Healthcare in a preindustral society is nothing but a pipe dream. It's barely a possible in modern times, and even then it's plagued by greed and abuse.

If she is the single medical treatment for all ailments, then issues become both simpler and worse to navigate. I guess the funding in this case would be to either transport her or all the sick citizens so she can heal them. I have to assume doing a national tour would be cheaper, but it's also unfeasible considering she'd be committing to doing laps around the country forever.

Yes... that is the whole point. Not only was it an ill conceived idea, it's execution was so flawed it will cause economic and civil unrest for months if not years.

When Ignaz Semmelweis promoted handwashing to reduce infection, the man was ridiculed until his dying day but just cuz the FMC says so, everyone accepts this strange new practice without question? Cassandra started in a fairly rural village that was dying and told them "are you gonna die waiting on a saint that won't come or listen to me and have a possibility of living?" This established credibility and as far as I remember she has not spread this beyond her territory though her Father did say he would present it to the king. There's the difference between messengers, Semmelweis was a doctor so he is viewed as either a quack or a good doctor. If they propose something too strange or inconvenient people will go I'm not doing that and he therefore must be a quack. Cassandra is a noble who compared to commoners are all strange and also their boss, doing stupid things because the boss said so has been a tale as old as time.

Another thing is that purification by way of washing hands and mouth has been a thing in Japan for 2500 years allegedly. For example during the late 3rd century there was a massive plague in Japan. To appease the gods the emperor of the time intensified worship to receive blessings to combat the plague which required people to purify themselves, i.e. wash their hands, more regularly. They didn't connect washing hands to medical wellness but instead towards superstition/theology. Though again you could say that came down to the Emperor literally telling them what to do and the populace went well the boss said so.

The common people don't see the saint as a person, but as a tool that's supposed to save them. All they know or care about the saint is that she is summoned to save people from disease. Aina spends a considerable amount of time after summoning not doing that after the nobles said the saint has arrived to save us. People who are sick or unwell are not in a position that lets them be exceptionally rational so as far as they're concerned they aren't being saved so the saint is a bum.

It'd be pretty easy to convince the nobels, if he/she actually put any thought into it.
Assuming this is a feudal system, and that the lord's citizens are akin to their property; ensuring their health is like ensuring the health of their economy, and therefore ensuring the health of their own wallets. Sick citizens mean citizens who can't earn to their full potential, and that means they can't be taxed to their full potential.
Investing in their health is an investment in your own economy.
Similar arguments can be made for schooling too.

It'd probably be smart of the MC to do implement such a system in her own territory, to show off the benefits to other lords, before proposing to make it a nationwide policy.

She could also have told them a story of what happened in her world in a similar situation, the massive deaths caused by the Black Plague are one of the nails in the coffin of feudalism. With a few omissions and exaggerations, she could use their fear of losing power to manipulate them into helping the plebeians, but I'm not sure if she even knows what the Black Plague is aside from "something that happened in Europe at some point".
