Because she didn't actually do anything and everything just worked out due to happenstance. The only thing she kind of did was give vague guidelines to an author to write a book.
She seems to have seen it coming that the saint intended to hold of on curing the people as long as possible and thus purposefully only gave vague instructions, so that the author's own dislike of the Saintess that doesn't do anything became part of the book.
She also set up an alternative to the saint's healing and focused on making that alternative available and cheap enough for it to be more affordable for the common people to buy the medicine than to wait in line to get healed for possibly multiple days, due to the shear amount of people that need healing.
Point is, while she did end up profiting from the incompetence of the people around her, she did make sure that riots would break out and was sure it would end this way.
Also, she has been introduced to use scandals and public outrage as one of her main tools for getting rid of competition and an important part of that is to make the public believe that the outrage is their own decision, not the decision of someone else.
