I don't think he does, tbh. It's established in Chapter 1 that it's a skill that's auto-activated on his death, which wouldn't be him controlling it (he mentions that he's killed himself in order to activate it before, but that's less "full control" and more just intentionally triggering it), and is pretty close to what some curses are like.
The only time we actually see it activate is in Chapter 8, but also that's after he has his entire arm blown off, so I assume he just bled out between getting the arm blown off + killing Fiona, triggering it. But even if it was him managing to control it manually then, it wouldn't be unheard of for someone to learn to control a curse after living with it for a while. But I don't think that's the case, since he never brings it up to Fiona in the next loop (at least on-panel) that there's anything different, which it feels like he would if he found something as significant as gaining control of his time magic.
