The water is geothermally warmed (Japan's seismically active nature helps with things like this) and they're generally used in places that get relatively large quantities of snow at relatively warm temperatures. My understanding is that in places where this is practical it's preferable to spreading sand and salt on roadways (like they do where I live) because it doesn't contaminate nearby rice paddies.
