Souchi is right: he planned everything and wanted to be found. Souchi remarked on chapter six that Ojiro had kept him captive for shooting practice for days, so I imagine he also used this time for preparations. He wasn't surprised he was found, just how fast it happened. He even remarked on chapter seven that "getting found was part of the plan", and "they were ten times faster than expected". But naturally, he set everything up before posting the photos online, so it didn't matter how fast the gangsters tracked him down.
