Case-by-case basis, it also depends on the fonts you're using.
Some of the more wideset fonts will take up a lot of space, so it's perfectly acceptable to go out of bounds for those, just keep in mind to use a Layer Style > Stroke on the text box so that it's still legible.
For very thin boxes, it's absolutely acceptable. Anyone who says otherwise is an idiot who doesn't typeset, or typesets poorly.
