It doesn't really matter even if Tsukko felt thay way because Hina's feelings are pretty clear. Tsukko has been pushing those two together ever so subtly, though. Not too aggressively because I reckon that's not her nature. If her brother can't do it on his own, she won't help him too much.

Tsukko has, but she has also been getting in the way at key moments. It could be that, like them, she gets nervous when they are just about to click so she puts a stop to development. It's probably after she realises that getting in the way is wrong and so tries to get them together again.
