I wrote in the past that Tsukko is helping those two get together, but at the same time she will never let Asahi forget that Hina was her best friend a good long time earlier than Asahi even knew Hina exists. We know Tsukko loves beauty and Hina is her dearest sample of human beauty. Furthermore, I also surmised Tsukko is trying to see if those two could get together simply to keep Hina forever around. So, she does get between them occasionally, yes. She loves Hinako (although I'm not sure if it's romantically), and wants to stay close to her, no matter what. That being said, Tsukko seems pretty mature and down to earth as well.

Nope. She is pretty omnipotent so her partner will probably turn out to be some elder god or something. Author gases her up THAT much whenever she is on screen. It is kinda obnoxious. Still waiting some sort of human moment from her since the start.

I feel like you're massively overestimating Tsukko's "can be arsed to" levels.

She is the author stand in literally controlling the progress of their relationship in-universe. You can tell from how perfect she is.
