In essence, they effectively are a couple already, but because Japan's dating culture (especially in manga etc) is so hung up on formalities, they're being kinda weird about it because it's not official yet.

Yeah, for series like this (where the main couple already spends so much time together and were "really really really really close friends") all that really matters is intent. They both know each other's romantic feelings and intend to be together romantically, so I don't mind the hold off too much. If anything this seems like an excuse for the author to keep things going. This type of series where the characters are already super close and just need to overcome the hurdle of admitting their feelings, struggle to organically continue the story afterwards. I get the feeling this all ends shortly after exam results come out.

It’s not entrance exams though. He’s a second year so they’re probably just semester finals. The problem I have is that if they don’t solve this now or immediately after these exams then what happens during next semester’s exams? Or when he actually has entrance exams next year? Do they just keep this “I’m too busy” limbo forever?
