That's probably the exact premise of some other manga or anime. The ministry of education gets a wild idea about how to fix the declining birth rate by teaching middle and high school kids the art of the pickup. No student graduates without "graduating." Certainly enough series hinging on that "we must get the young people to go forth and make babies" bit.
