I'm not a westerner, and not sure why you repeated my comment as well since I said I was curious whether it is just a mismatch in the intended demographic. It's like the very controversial genre of ntr, not everyone likes it but just because it is ntr doesn't make it bad. It's simply targetted towards different audience. If this arc as a whole is truly great in the eyes of their JP audience it means that I'm just reading the wrong series for me.

As she says this, Drako pulls out an armband with a cross in the middle and laurel leaves around it, then puts it on her arm.

Washio: An armband? What was it again...? I’ve seen it before, but... That's the enforcer's emblem.
Julius: That's not all. The pin bears the kingdom’s emblem. In other words, she's from the Royal Special Enforcer — Order.
Drako: Correct! I’m a member of Order. I came to this academy to investigate Julius. Twenty years ago, he stole the Monster Factor research from the Proditio Institute—their most precious breakthrough—and vanished.

Drako lets out a scream, as if releasing power. She now has wings, a larger tail, both her hands are dragon claws, and she's emitting a black aura. She is still holding Washio’s face.

Claudia: What’s this black thing...!?
Aria: This is what a rampage state looks like!?

The chapter ends with Julius wearing a very pleased expression as he says:

Julius: Wonderful! The experiment was a success! Show me more! Your despair!!

Insight: While Drako's explanation kinda makes sense, the chapter itself fell completely flat for me. The jarring tonal shifts just didn’t work — it felt messy and inconsistent.

As Julius says the last line, he snaps his fingers, triggering a reaction from Drako.

Washio: ...Drako?

Washio grabs Drako by the shoulders.

Washio: No way... It's fine! Calm down.

Drako is transforming and grabs Washio’s face with a hand now fully transformed into a dragon claw. We can see Washio saying "Drako" behind the claw.

Drako lets out a scream, as if releasing power. She now has wings, a larger tail, both her hands are dragon claws, and she's emitting a black aura. She is still holding Washio’s face.

Claudia: What’s this black thing...!?
Aria: This is what a rampage state looks like!?

The chapter ends with Julius wearing a very pleased expression as he says:

Julius: Wonderful! The experiment was a success! Show me more! Your despair!!

Insight: While Drako's explanation kinda makes sense, the chapter itself fell completely flat for me. The jarring tonal shifts just didn’t work — it felt messy and inconsistent.

Man, and here I thought that Drako would be immune to the drug and hence Julius's plans got foiled. That would've been a good way to wrap up this shitshow of an arc.
I totally agree with @partylove; the author's gotta have some sort of NTR kink, it just doesn't make sense otherwise!

Why? It took a long time to introduce the whole harem, the MC despite being so experienced lets everyone walk over him like a awkward teenager when he has experienced 2 lives already, every chapter has so little happening, no comedy, no romance. Remember when he was pondering about deleting that monster girl's feelings for him?

At this pace is gonna be another miserable 5 years with an open non-committal ending.
