I have a guy here who is insistent that the following sentence:
@ LetItGo/Cat scans
Why do you keep translating chapters which have been out for months? Actually devote your time to doing recent chapters you retarded fucks.
is a 'suggestion', not a 'demand'.

Which one would you all say it is?

*edit* - full context:
A group translated a chapter that another group had done previously, as the group that had already done the chapter was focused on speed over quality and the group redoing the chapter is just doing each one sequentially rather than just jumping to the "latest chapter".

The person in question "shii" made that post in the comments for that chapter directed at the translator.

To me it really just sounds like a suggestion, albeit worded in an aggressive manner due to the "you retarded fucks"

2. Grammatically

A sentence with the verb in the imperative form is usually a demand?

3. Philosophically

Due to the fact that it is still up to the group to decide how they react to or how they deal with peoples' wishes (the commenter cannot force you to do things you don't want to do), it would be more akin to a suggestion. Ultimately you can even see it as a complaint like @pikokola mentionned
