Apply user's excluded genre settings (filters) to Top Chapters list

The Top Chapters are the top chapters. They're lists generated once per x hours, not dynamically retrieved every time you refresh the front page. At best, if we decided to apply the tag filters, we would simply hide the excluded manga, potentially displaying less than 10 items, and we specifically decided against doing that when this was discussed. The same applies to new manga, featured and so on.
