Well to play devils advocate, while Kouki might not be able to and thus shouldn't act, Hajime does have the power to save everyone.
And then what? Hajime has the power, but it is to protect HIS people and obliterate the threats, not to save people. To end slavery, there are many more things required, and first of all, they must stand on their own feet and fight back, not "waiting for help"!

Fair. If your definition of "saving" is to provide for them until they are capable of providing for and protecting themselves, then yes, saving them would be a long and hard road, if it is possible at all. I was more thinking just the "free them from shackles" portion though
Finally, someone is getting to the point, and yes, that kind of model has failed miserably. Because you are creating a reliance, not the true freedom you intended at all. Look at the 3rd-world countries, and you see the same reason they failed.

Well, he can't think more than 1 step ahead or about more than 1 path of actions. He doesn't have the experience like MC due to Kouki living on easy mode.

Hajime has the power to level the city, which is a very different thing from liberating all the slaves.

Hajime has the same issue that an airforce strike group does - they can absolutely wreck everything in the area, but they can't hold any ground. That's just not what they do.

Hajime could absolutely plunge the Empire into anarchy, but all that would change is who owns the slaves.
