Gyaru is pretty much an umbrella term for girls who dress in a provocative and feminine way, with a hundred subgenres inside. It's not even indicative of a personality type, since there's been plenty of serious and ice-queen type gyaru. It's an aesthetic thing.

Even if it's not commonplace anymore it still sticks out in people's cultural memories, which is probably what the author is going with here for MC's thoughts. I mean, Momo's friend Muko in Dandadan is very clearly a classic Ganguro even if it's unlikely any actual JKs are trying to bring the style back.

I'd assume it was 'subverting traditional beauty standards' ? unless they were imitating the overly tanned blonde americans, i do vaguely remember ppl who dressed in the 'sweet lolita' dresses weren't as popular with mens aesthetic even tho it was quite 'modest' looking/pretty cute , if a bit older victorian looking as opposed to too 'skimpy' but who knows

Well, if I'm being generous, looking good is entirely subjective. I'm sure many people/cultures don't think Goth/Punk girls look good tatted up with piercings and vibrant hair despite it being very attractive to some people. In that sense, Ganguro/Manba has similar goals in trying to break from traditional ideas of beauty in the era they were conceived. It just never became relatively mainstream the way Goth/Punk did.

Even if looking good is subjective there are absolutely objective standards of it, no one calls Adriana Lima or Margot Robbie ugly and gets taken seriously

He's already unintentionally seducing all of the women he runs into with just his looks. If he had high charisma as well he'd be a fucking bard.
