Well, frankly, this all sounds about right to me. If you look through history, you'll find all sorts of bonkers breakdowns in procedures that lead to really strange outcomes, so ... this is just humans being human, I'd say. Didn't factor in an especially nosy and obsessed reporter drawing wrong conclusions. Left the car carelessly on just the day where they are for once extra strict with parking. And then it just spirals out of control ...
