Probably a bit of both. It will probably end at a somewhat conclusive but also open ended spot, giving hints of what is to come, but given it went on hiatus and had quite slow updates, it’s most likely that the mangaka and publishers decided to just end it at a somewhat okish point.

I had a feeling that would be the case. So much was left out of the manga. Like the Dark Knight and tons of stuff in the forest, and then they changed Lucifer form.

In the web novel Lucifer form
makes Sora a guy again and makes his eyes golden instead of blue. This scene happens in front of a giant crowd of people and they all wonder who the silver haired guy is. Let alone the fact that this fight was supposed to be against Leviathan and not Baal.

Did not expect her to suddenly start singing there: "this~, this is the end~ 🎶"

Also, rather than gambling on some huge skill, it feels like the better option would have been for her to use that "remove all debuffs" skill on herself, once she got fatigue status.

wait. That singing bubble meant it was the last chapter? oh. What a poor place to end a manga, but in terms of cliffhanger before ending an arc, and in terms of leaving the main plot threads dangling.

I dunno anything about the source material, but would “Heaven’s Lost” be referring to “Paradise Lost” the work by John Milton about Satan’s fall from grace?
Feels like a mistranslation, comparing to just about every other piece of media with lucifer, ain soph aur, ect ect. It's always paradise lost.

Pretty much no manga are "LN promotions" they -want- them to do well..however, if they aren't doing well enough to support themselves they the manga will get axed while the LN will go on. On the other hand, if the manga sells well, a lot of times the LN will keep going on even if the sales aren't the greatest in order to give the manga material

In recent years, it's become more common for manga adaptations to be ongoing despite the LNs being axed. It's likely because it's cheaper to have manga produced with rookie mangaka. In addition, they can sell something like 3 or 4 manga volumes for each LN volume depending on how fast or slow the mangaka is at adapting the material. Isekai Vending Machine's manga seemed successful enough to give it an anime adaptation and a republication of the three LN volumes. But the LN is still seemingly axed.

Ultimately, manga adaptations used to just be LN promotions. But they've found that they're more cost efficient and have been more liberal about let manga adaptations happen for axed LNs.
