Modifiers is very different from base materials, particularly NEW base materials. This can be used to skip content, which is pretty bad in 90% of scenarios. This comes into play with a feature of the blacksmith called Soul match, through which you can either use a higher level item to increase the level (and thus power) of a lower level item (which is horrendously inefficient the higher you go) or it can be used to transfer an inheritable effect from an item with max familiarity onto another item.
All this to say, it's not that unusual of an idea, so I could see it getting implemented elsewhere.
