She's Japanese. Japan's got a lot of coast, so fish is a major part of their diet. So is pretty much everything else they can pull out of the ocean - seriously, every convenience store I went to over there had an aisle full of all kinds of dried sea critters. It was like Cthulhu's beef jerky.

Her personality is suppressed, but she held onto her skills - otherwise she wouldn't be able to walk or talk or perform basic actions. Presumably she learned to clean fish at some point in her life.
