Always thought eyes of statues moving in cartoons was creepy but also cartoonish. Like in Scooby-Doo they're cameras but why do you need two? Binocular vision? For a screen?
Here it's probably someone possessing it using magic.
Clocks must be rare here. So their clock tech is somewhere between the 14th and 17th century equivalent to our world assuming it's not electric. Could be completely wrong though because magic.
