maybe you can get to ~90% in 5 years sure but it's only gonna get harder every percent.
next 5 years you'd get 93, then 95, then 96, 96.5 and next thing you know it's been a century and there's been absolutely no change. Like the highest education rate a country can get is like 96% you are not getting to 100.0% of anything
