Yeah, this was my takeaway from this chapter. The hotdogs have little faces on them, which given what we know from her home life, probably aren't from her parents and I doubt she'd do em for herself. So if that's true, the dialog's repeating itself, but there's actually a minor amount of progress.

So...does japan not have some equivalent of child protective services? The abuse is kinda blatant enough that I'm pretty sure her parents would be immediately hotlined and had their parental rights terminated.

Not saying the foster system would be much better, but still...
The Japanese Health Ministry is the closest thing to CPS but they haven't historically had authority to remove children from abusive households. That seems to be changing though, so maybe they'll get there soon.

Sadly, even with some progress being made on that front the number of child abuse cases reported has been rising every year for close to 35 years now. And those are just the reported cases.

Japan's legal system is a mess even by the standards of legal systems in general. You know, how the Japanese are notoriously polite? Well, it's not really politeness, but more like passiveness, culturally the Japanese believe that your personal problems are your problems, and to involve others in them is something of a taboo, this is not to say they are Darwinian.

But due to this belief (especially amongst the older generation), things such as the results of the abuse shown in this manga are wilfully overlooked by those who are in a position where they could help our heroine

I remember a character like this (not the name of the story sorry) where a character was like this, but hated being coddled. They just wanted to be treated like everyone else, just not out of pity

This happened because she is alone. Give her friends, hold hands together, spend time together.

The keyword is together. Not just you and me, but you, me, friends, a good teacher, a neighbor or two. Let's see if the abusive parents can beat her that much.

If only the policy and its officers had a heart to look at the abused child or even worse a porn-addled child, this would not have happened.
