Did you play the 556 mini event? The unfulfilled promise is based on a real thing. 556 and Bismarck were built in adjacent docks. 556's captain wanted a band to commemorate her launch but as just a sub they couldn't requisition one. The captain of the Bismarck lent their band and 556 wrote a certificate of guarantee to come and help no matter what as a thank you.

The promise was unfulfilled because in the battle that resulted in Bismarck sinking, 556 managed to show up and see it but was already out of torpedoes so was unable to do anything but watch them sink.

So Bismarck and 556 have some SERIOUS history together.

Only the Anthology has it but that series is a hand-picked doujinshi magazine. Well, Slow Ahead, and this also claim that they have no relation of story to the in-game story, too, if I'm not wrong.

because the series has finished publishing. Volume 7 is the final volume, just not all the chapters are translated yet.
