Am I the only one having a LOT of trouble understanding the situation and dynamics in this manga?

@Allexio I feel that you need to reread the entire thing every time a chapter gets translated. There are like three factions and most of the events so far are set ups to something... We don't really know. It can be pretty overwhelming at times.

@Allexio

I have some trouble with the pacing too. All I know is that the Opera House are kinda sorta Polish Gestapo cleaning shit up after a major war (most likely WW1) and dealing with armed groups, contraband and so on in ways that would make human rights activists cringe.

Latest chapters involve illegal smuggling with the Federation (or Kingdom?) and that woman colonel seems involved.

Let me get it straight. Opera house has attacked a few areas that are known for storage of smuggled goods for the black market and drug labs just to bait out the real master mind of this act. The church on that area is filled with the Kingdom's spies and are the ones leaking info about what the secret military is doing in the region and also the ones who sent the radicals to the capital. The colonel at the end is somehow connected to the federation or he is an affiliate sent by the federation to fix the damaged done by the Opera House.

Am I getting this right or do I have to start reading the LN?
