I love the ending. It's a bit anti-climactic, but that's the point. The last gathering isn't super epic, it's just yet another gathering, down the same streets as always. Because that's all the Bosozoku can do, is repeat the same actions over and over. But Kaze looks like he might learn the value of honest work? Or at least, has made his separation (physically and emotionally) from the Tokyo gangs. And he did so without coming to a big "gangs are bad" realization, he's just moved past that now. He's letting the other kid take up his bike, and have that wild youth, because it'll be up to him how he actually chooses to spend his life.
