Penalty shootout is totally not based on luck, you can always see the best penalty kick takers score and the best goalkeepers use data and skill to make the saves.

It's fine if the characters think so, but any team who does can be guaranteed to not go very far.

Stamina and mentality also take a huge part during penalties.
Exhausted players with a strong mind can score, fresh players(as in just subbed in) with weak psychology often miss.

Unfortunately, whilst luck can play a large role in a penalty shootout in this case it is largely unlikely due to the divide between the two teams, especially the divide between the goalkeepers. Someone already mentioned player condition being a huge part of penalties. For goalkeepers however there is specific training for penalties which mostly focuses on observing the form of the shooter. In the top leagues they also incorporate data to predict penalties, which would be irrelevant in this scenario.

The odds heavily favor Nabeken.

Also depends on whether the penalty takers have the bottle/nerve to keep composed and not shatter under the pressure... like Mirko Kovac (grandpa) noted, even some of the greats have missed in these situations...
So yeah, you can prepare for penalties all you want, but practice and the real thing are two completely different scenarios in reality. That said, Nabeken definitely has the upper hand here.
