for japanese, chinese and korean novels, novelupdates has a list of translators and their sites.
the quality ranking for comics tend to go KR>JP>CN, but for novels it's definitely CN>KR>>>(power gap)JP. not taking any arguments

I’d argue KR>CN web novels (but I agree with the power gap) because I’ve read some CN with very repetitive plots/cliches, while KR also has those, I’m already tired of reading some CN that have 3000+ chapters and the plot/cliche just repeats itself.

Just personal preference, ymmv (your mileage may vary)
